WASHINGTON – Congressional Democrats and President Donald Trump agreed to spend $2 trillion on the nation's crumbling infrastructure Tuesday, but a plan to pay for that investment was noticeably absent amid the unusual moment of bipartisanship.
"It's clear that both the White House and all of us want to get something done on infrastructure in a big and bold way," Senate Minority Leader Chuck Schumer said after meeting with Trump and House Speaker Nancy Pelosi for about 90 minutes.
Schumer and Pelosi entered the meeting amid an atmosphere and history of mistrust, as Congress hammers the White House for information about the conclusion of special counsel Robert Mueller's probe, Trump's tax returns and several other issues.
White House press secretary Sarah Sanders described the meeting as "excellent and productive" but did not confirm the $2 trillion figure. The number, which would almost certainly be spread out over a decade or longer, represents about half the government's annual budget.
The Democratic source described a generally upbeat meeting, a departure from the partisan rancor that has intensified since the government shutdown this year. At one point, the source said, Trump pulled out a box of Tic Tacs and offered one to the speaker after taking one for himself. During an exchange over infrastructure, the source said, Pelosi attempted to get the attention of the president and Schumer, who were having a side conversation.
“If I may have your attention,” Pelosi said, according to the source. “Mr. President… Chuck… Kids!”
Pelosi also described the highly anticipated meeting as "productive" and said Democrats are "very excited" about moving forward on an issue that many feel has been ripe for compromise. On the other hand, talk of fixing highways, bridges, and airports has in the past broken down over disagreements about how to pay for those investments.
